What do you mean "texture is warped around... as guidelines"? How do you make it?

I used the scales texture to wrap around it, and with the scales texture as my guidelines, so now I can paint over it, to make it more natural. Cause usually textures are a little unnatural.

I wonder, when making the base colors, do we block over the sketch or under it? And should we put the sketch on Multiply mode if we paint under? I've had such a big problem with things like this.

Sorry for not mentioning in the making.
The sketch/outline, I normally draw it on a top layer (separate fr background), so now the outline will be stand alone, all the color blocking will be underneath it. after satisfied wit the colors, will merge the outline(opacity reduced) wit the colors, and paint over it

If ur sketch layer is already merge to the background, u can try Multiply mode and paint under.
