In R/S/E Wally stays with his cousin in another town before his family moves out to be with him because the air is better for his health.
You don't move because of asthma.
His bed was on the first floor of both houses. He is the only rival who does not have the second floor to himself, like you do. (Not counting silver who is somewhat homeless).
Why? He can't climb stairs. he can't make those work for him. He's frail, and weak and falling apart. Wally isn't just sickly, he's sick.
Duchenne muscular dystrophy
Main symptoms include:
Progressive muscular wasting
Poor balance
Drooping eyelids
Inability to walk
Frequent falls
Limited range of movement
Respiratory difficulty
"Patients typically require a wheelchair by age 10 to 12 and die in their late teens to early 20s."

yfw Wally is terminally ill, but you obliterated him at Victory Road anyway.

Alternate headcanon:
His Pokemon is a gardevoir. With synchronize. All of the psychic energy she would naturally radiate would probably make him more attune to Pokemon's thoughts and feelings, but due to his illness and people's general avoidance of it, less in tune with people.
Unable to become Hoenn champion, his only dream he wants to fulfill before he inevitably dies young, he moves leaves his friends and pokemon to visit a new region with better technological and medical advancements.
Years pass, and he starters to get better.
He grows up.
And his opinions change.
Instead of being Champion, he would now rather help the Pokemon he is so in tune with- and avoi the people who he cannot come to understand, the people who avoid him fearfully when he still appeared so sickly.
Wally knows little of this region and it's troubles and is easily misused for all his good intentions.
Later his experiences with Black change his mind, and N sets off on one of the legendary dragons to fly home to Hoenn and reunite with his real family.
