Very cute, I like how this isnt a simple rotate colour effect but also seems to change the character herself a little

hehe, well I got animation shop and it has a rotate colours effect, at first this looks like that but it ain't because the colours rotate separately and some features of the character (like the face) change aswell. Something you can't achieve by simply rotating colours

Ohh I see what you mean! Well I suppose that is because the picture is originally made for a game which has portraits and avatars that can change color according to the user's preference. This portrait was made remappable, and the changes you see on the character are due to the 'marking' colors in place there. I took several screenshots of different in-game color examples then 'tweened' them together in an animation using adobe imageready.
