Wow. I really like the rainbow wing effect.
You achieved a feeling of great depth in this piece with the fog-dog in the background. The clouds in the background look good too, and your sea is beautiful.
However, I'm a little confused by what appears to be a night sky through the break in the clouds to the left when the sun is still evidently high enough to create a fog-dog in the background.
The wave effect in a calm sea, I assume, is caused by RD performing a reversing maneuver and the sea is "cratered" by her downward thrust. I have to assume this, because her wings, rainbow trail and all, do not show any attempt at downward force, or any action what-so-ever. Looking at her wings alone. I would assume her course remains on a downward vector.
RD's mane, tail, and scarf all suggest a recent move in opposition to the current wings and rainbow vector. It is unfortunate that RD's wings are not in a down, or recovering position to further sell the idea I think you were striving for.
Last, RD's left foreleg with all its' bends looks long and noodle-like compared to her apparently straight and short-looking right foreleg
Overall, this has some very good elements, and looks good, but its let down by the apparent contradictions I pointed out.

I apologize in advance for my ADD. This critique may be a bit "all over the place".
I absolutely love this piece of art.
You can almost FEEL the power and speed emanating from Rainbow.
The attention to detail is utterly incredible.
I can't find a single spot on the canvas that you were content to leave blank and boring.
I'm loving the way the brilliant colors contrast against the dark gray of the clouds.
The body language and facial expressions perfectly capture Rainbow's complete nonchalance during times of incredible awesomeness.
The water is absolutely spot on.
The shading is perfect.
If I were to find anything negative to say, it would be this:
You put a fairly definitive outline on much of the clouds. I am assuming you were trying for awesome -looking, somewhat realistic clouds. If this is the case, then they really shouldn't have outlines. I have found that an outline causes clouds to feel less like big conglomerations of vapor and more like big cotton balls. Even when they are being lit from behind, the light should, at least to some extent, shine through the cloud as well as past it, because clouds are translucent. Even big, angry, dark ones. They should look almost like big brushstrokes in the sky, if you're going for realism.
But if I'm wrong, and you were going for the "Big fluffy cotton ball" look, then congratulations. You nailed it.
And hey, if the worst I could find was a cloudline, then you sir, are amazing.

Bah, you keep making me want to purchase Photoshop and try to be as good as you. How dare you!
...eh heh heh. Anyways, this piece is a real bit of eye candy. I can almost taste the skittles in my mouth (that don't actually exist. Yet.) when looking at this piece, it's so colorful. But what's successful to this piece to me is that the color is placed quite precisely; it's not just one, but two rainbows that form a great angle with the tilted horizon. They draw my eye, lead it to Dash, rebounded by the shape of the waves, which sends me to the warm sunset/rise. The cycle keeps repeating.
The cool light from the near-impact of the water, the motion of said water, and the contrast between that cool light and the warm light from the sun mix flawlessly with the dual-rainbow dynamic.
That tilt, by the way, really works to bring the work's energy to life. It's a scene stopped in time, one of high speed, great composition, and high energy; I can safely say that this piece is well worth all the effort you had put into it and more. I am really forcing myself to find flaw in this. The only thing I can think of is that RD seems a little... detached from the scene, expression-wise. While it's not something to distracting, it does clash with the vibrant energy of the rest of the scene. I feel like she should feel as the piece does, for 20% more harmony.

Incredible work here, the aesthetics are stunning.
The only constructive feedback I can offer it that it looks like she's falling into the water based on the rainbow streaks and position of her wings, while the water looks like she should be flapping.
Again, awesome work on this one. I can see the countless hours of work that you've put into your craft represented here. Please continue! ^^
