Well, actually in my opinion(right now - since this tutorial was made several years ago)
I think what make certain illustration nostalgic is what you draw, something that remind of of good old time, family, childhood, etc.
That's why traditional tool like pencil, color pencil, watercolor, etc, can help create such effect a little bit, because it's the classic tools.
The color scheme you use also play a big role, since nostalgia is about old memory in the past, so the color scheme tend to be warm, earth tone, soft, pastel, for example.
But of course, you can create nostalgic illustration with any technique you prefer.

Randomly bought some oil pastels (never had a thought till now when I first used it) and prisma color pencls and used my trust lead pencil and tried to re-create the times I used to pick flowers at my small garden when little before moving... often I would see birds in swarms flying by above the houses... I Kinda notice that when I use my pastels I use my finger and as I pass my finger gently on the surface the pastels made this airy purple light fog (Im guessing it depends on how hard I press on to the paper the thicker it will be). Im messy with water colors...since I tend to go over board on the fun and made a mess x D I love this style so much because this is what left of my childhood and the illustrations are so dreamy and airy and flowy.
What worries me is when I clean it up on gimp.... (since im not so use to digital art softwares)
