It's a different system in the US (I'm in Ireland) - my advice? Read, read, read, read. Websites, books, watch videos on YouTube, anything you can get your hands on. Read about caring for a raptor, read about their biology and function, read about people who are falconers, learn to tie a falconer's knot, etc etc. Once you've read so many articles / books and watched so many videos on the topic of falconry that your eyes bleed, you've released the effort / work / responsibility involved and your /still/ interested - Contact your local Fish & Game office. You can find this using a local to your state phone book (guessing, I'm not American) or Googling it.
