Yes it does, a non-traditional tool has been used and that disqualifies the picture as a traditional deviation, it may be a "mixed" one and there's a category for that but most of people i've seen using this technique have their art in digital or mixed categories, but none in traditional.

For hours, I draw with pencil and ink, making thousands of strokes with careful precision, with my own hands.
For minutes, I blot colour on with just a few clicks with my mouse.

you think that i made my stuff with a tablet? oh no, all of this is on paper in some way yet if i colour my drawings using a computer in any way then i put them in digital, where they belong. You just went dumb at that moment, no offence, EVERYONE drawing on paper does the same yet they put their drawings in digital if technology was used in the process of the making. Come on i don't wanna search the faqs and all of that to make you see. do it just for the sake for rules.

Dude, relax. I like the fact he has this in traditional. Look through his AMAZING gallery and you'll see that all his work is in the traditional sections.
Not a lot of people put their art in the traditional gallery, but I do (and yes, mine's done on paper and stuff), and I find it cool when other people put their work in "traditional". Let the guy do what he wantsβhe's not in trouble for it. xD
