Nobody can be sure. Nothing is safe, we're all human. But these persons walk the street because of their bad consciences. That is awkward.

why do you assume they have bad consciences? because of what our horrible government is doing to the rest of the world? i'm not sure if bad consciences have anything to do with it... they just are trying to do whatever they can to get the message out. i don't practice this kind of "activism" myself, really, but i appreciate it, because i believe in peace too... i just am not sure if this kind of activism is all that effective.
