it is a lamprey, it uses it funny shaped mouth to suck onto parasites that hook onto larger fish, such as sharks.

it is most certainly not a lamprey. lampreys have lots of small teeth with which they stick to something by biting it. also lampreys are a lot smaller and do not have fins. this animal is some sort of saltwater fish with a regular mouth and this adhesive structure on its forehead. I can't find its name but I'm still looking

okay found it. it's a whitefin sharksucker and in nature it uses the adhesive structure on its head - as suggested by the name - to stick to sharks' undersides. in the tank it seemed to enjoy the glass wall better than any of the sharks.
