Going to go ahead and guess that those long delicate "legs" are probably not used in locomotion, but rather are swung about to capture plankton and other small organisms on the feathery appendages at their tips. Then used to deliver the catch to the animal's mouth. Seems like some kind of large mid-water arthropod related to shrimps, prawns and lobsters.

Yeah, I think it'd actually be kind of cute seeing them clumsily "run" with their large legs then re-balance themselves with their small feet. I don't know maybe that's just me.
