Taking a really quick first glance, I thought that was Rangiku Matsumoto from Bleach. After taking a closer look I can see the differences.

This is really beautiful! Wonderfully done..I love her hair, though (I'm not sure this isn't just nit picking) it seems a bit flat...But it's beautifully coloured, I find blondes a bit of a pain in the ass to colour Your style is so cute...So I must fav it! << ,fwoooooom>>
