I've been pretty stumped on what to draw lately and actually having motivation to do so

oh I do not mind explaining it to you!
the first step is to flat out your whole image, all the layers , make em flat yo. then you should copy/duplicate the layer , on the layer you copied (which must be on top of the original image) , go to filters > blur > Guassian Blur , and blur it by 6 Pixels. make the opacity around 50% , then CTRL + B to play with the colors, until you feel like it suits the mood, right click the layer and select "Blending Options" , and select pattern overlay, and choose whatever pattern you like on the layer, making the blend mode to overlay (not the layer, but the pattern itself) ,make the opacity around 25%-52%, how ever you choose, and the scale to 21% ~ , and there you go! hope I explained it well
and also for the stars, I use this PSΒ Brush, its so nice -> Sakura-Star Brushes thanks!!!! <333
oh and another note; I keep on switching from Sai to PS and vice versa, i use both programs for the effects, sai is mostly for the shine since I don't like how the Luminosity layer in photoshop worksΒ ;;
