If you allotted the same effort reading as you did typing up this comment, you'd see that this fan art was posted in 2012, before any official art of their parents was released, which is the reason for the speculation. Not to mention that it doesn't matter if Bolin looks more like their father, because the fan art's point was that his smile reminds Mako of their mom.
