You download the image and open it up in an art programme

Set the lineart layer to 'multiply' and create a new layer underneath it. You should be able to colour it in. [I use paint tool SAI] ^-^

I downloaded it and you can do it with Medibang Paint ^-^
[Download picture, open it up in Medibang Paint, create a new layer underneath the layer with the lineart, change the layer 'blending mode' from 'normal' to 'multiply'. This allows you to colour underneath the lines]
