He is loosely based on the historical figure of Heydrich. The character comes more from Actor David Warner's portrayal of Heydrich in the film Hitler's SS: Portrait in Evil
While we're on the subject, he's a mix of Heydrich and Himmler to Butler's Hitler

Officially, and in general, he's "Chancellor" Butler, as he is the Chancellor of Atlas' congress and government. After President Ironwood is placed on leave due to a heart attack, Butler plays the Congressional game to give himself dictatorial powers, but still goes by "chancellor."
In the context of the New Path, he is "Party Leader" Butler.

Probably would be a good move in canon considering the fact that he's kinda going crazy.
I would also like to mention that I find it pretty interesting how the Huntsmen's canon place in society seems to be the exact opposite of what you have in MM: from what I've read in MM the Huntsmen seem to be assholes who flaunt their status and treat regular people like crap, but in canon it seems like regular people really don't give a damn about the Huntsmen's and whether they live or die, Pyrrha seeming like the exception to the rule.

You don't put that kind of responsibility on an organization and not have some expectations of them. The criticism of Yang in V3 was kind of where I got the idea, that the Huntsmen are held to some kind of standard by the general public.

Well I wildly misinterpreted then because I was under the impression that Huntsmen in MM (the majority, not the main characters) acted like entitled assholes, which got the philosophical/obsessive world builder part of my brain to start comparing it to canon where no one seems to care that Huntsmen are dropping like flies.

Some of them do (See Poseidon's teammate Keller) but the situation is that HOC restrictions prevent them from operating as far afield outside Kingdom areas of influence.

I got mixed feelings about HOC: I agree that they need more oversight, but the fact that it costs them operational freedom will really affect their effectiveness. I get that it's one or the other but if I had choose between an effective unit and an accountable one I'll go for effective every time.

"effective" got almost 5000 people killed in the Vytal Massacre.
It got almost 12000 killed in Mistral,and a further 6000 Outland villagers massacred, since Lionheart was feeding info to Salem's forces.
It got 9500 killed in Atlas, as Watts' virus completely crippled the defense systems. Tens of thousands more died in the Faunus riots in the other cities.
It got almost 20,000 killed in Vacuo and it's outlying villages, and another 4000 in Menagerie.
"effective" and "Accountable" are usually mutually exclusive. In a time of war, we can live with "effective."
But in a time of peace, accountability is often what stands between order and chaos.

it's been over 80 years since the last major war between the Kingdoms. We are indeed living in a time of comparative peace. Atlas was the only Kingdom to have a large-scale military, and it was trusted with global security so the other three wouldn't have to be bothered.
And in peace, we can become complacent. We can assume things will work themselves out. We can tend to ignore the danger on our doorstep in a desperate attempt to cleave to that semblance of order.
I will give Ironwood credit, he at least wanted to respond to the obvious danger that the White Fang posed. That Ozpin was allowed to overrule him through no authority but a paternal friendship is a sign that even the Huntsmen have refused to see an obvious danger before them. Ironwood was in charge of security: nothing obligated him to answer to Ozpin, or even respect his input.
Even Ozpin, the oldest man alive, who has seen kingdoms and nations rise and fall and the waves of time crest and ebb, did not want to admit it, because he didn't want to see that crest come again.

True, and while that has technically happened IRL, it is an indicator that the structure isn't quite what we're familiar with.
