First, idk how many people might have noticed but yeah it's a bit of a badly done ... sometimes. I said I was hesitant about *seriously* basing the region on a country, partly because of fear of making something accidentally offensive/racist/stereotypical/etc. (For example I felt like the Scottish Gloria memes were a bit eh racist? I dunno if that's the word in this case but yeah) (This would have been avoided fully by picking my own country. But I found that boring.)
It's not literally Germany. Like, there are some characters not related at all no matter how you interpret it. There are slight references:
