Wow, this is pretty interesting. What a strange and interesting concept. it reminds me very vaguely of Dali's work. Very nice. I love the softness, sort of cartoon-like feeling to this piece. It's very effective.

Biggest problem is presentation, firstly clean up the edges, go in and add some hard lines, there needs to be contrast between what is close and what is far away.

Secondly, the background, its poor, at best. If you want it to be graphic, thats fine, but make a vector shape ( solid shape ) of a rounded square.

Thirdly, you need to look at your reference material, does feathers look like that? Why not? There are times when you will need to go "hm, y'know what, thats gonna take fucking ages!", in those times, you need to suggest to the viewer, you need to reduce the object, material, etc, to more basic shapes.

Get an eraser, clean up the edges, and study materials, study artists, see artists who paint feathers, or paint objects, this will get you further in your art goal.

Huh, quite interesting. I like the painterly feel. I know about Photoshop but don't really use it to draw personally, but this is pretty good for a digital drawing.
