Thank you. The glow effect is very simple and the color itself is already intense to begin with.

First, take a copy of the blue layer and move it to the very top above all layers. Then click on filter>blur>Gaussian blur, there you can adjust the effect. If you can't get a copy of the layer then you can color on a new layer and blur that.
