Oh yes, the lines for this are mine, but this isn't an open lineart to use. You see, I had a "100 lineart designs" project going on a while back, and I auctioned each off for a reasonably low price. The person who bought it has full control of it and is the sole user. If you want a character like this, you'll have to make an agreement with it's new owner. If you just wanted lines, you could always commission me for something similar; it's up to you.
