I see you focus more on the characters than the setting. I myself find this an interesting idea and concept for a story. Maybe the country of choice could be Ukraine, given the turbulent situation there. Estonia is also a good candidate. It kinda depends on what time period you would want to set this in. Since there was no WW2 Far Cry game, Estonia in this period is a perfect setting.
It could branch out from the other Far Cry games, since there are 2 tyrannical regimes competing for dominance: Stalin's Soviet Union and Hitler's Nazi Germany.
Historically speaking, many villages rebelled against the Soviet Union, believing the Germans to be liberators while others stayed loyal to Stalin's regime. Naturally it did not took long for both sides to commit atrocities against one another. While Wermacht and the Red Army fought on their own fronts, the militant factions of various villages lead their own battles in forests, marshes and mountains of Estonia.
Rather than rebelling against a single regime, the protagonist can be an Estonian farmer simply wanting the life to be as it was, not caring much for any of the sides. Rather than a president, the leader of the "good guys" can be a mayor of a small town, trying to save civilians, while maneuvering between the warring factions. He could use a help of your hero ...
Sorry, I went on a bit of an trek of fantasy. I just felt the setting could be very interesting, rather than just ONE revolution against ONE tyranny
Note: I like that Ciki's first weapon is a bolt-action rifle rather than a bow, which I find to be overdone. There are some options how to deck that baby out: scope, bayonet, grenade rod. It might not seem like it, but a bolt-action rifle can be very viable weapon.

I was kind of thinking that this would take place in a fictional small country, a common FC trait, though I kinda had the Balkans in mind, probably because almesiva-moonshadow.deviantart… , whose idea of a FC game in Eastern Europe inspired this character, is Serbian. That said, Ukraine or Estonia sound like good options, certainly more plausible then an ISIS-esque cult setting up shop in rural America (looking at you, FC5).
I actually really like the idea of a Far Cry type game/story set in World War II. I'm a huge history buff, and particularly love the 'Great Patriotic War' and resistance groups in World War II. Putting the two together sounds freaking awesome! You'll probably see profiles for something like a Nazi version of Vaas and some kind of evil yet charismatic Soviet officer pop up soon.
Agreed that bows are pretty overdone, (seriously, why would the girl in Hunger Games ever think a bow would be a good weapon for an urban warfare battlefield?) A bolt action rifle seemed like a good starter, since it's accurate and believable that a rural farm boy would own one, though that might be my American-ness showing. Also, love the idea of the upgrades you suggested.

Yeah, Serbia actually makes more sense. It is a much more likely place for a large scale conflict given the tensions between ethnic groups and between Serbian itself and Kosovo. It is also a much more likely place to see foreign influence such as the CIA since the countries of the Balkan region are an important border between Europe and Middle East.
Estonia is just kinda on the side, not that important region. The Germans themselves just passed through the region during WW2 heading towards Leningrad without really establishing some order or government. That is why I envisioned it for a good site of revolution because without any government, there were enough ex-military officers and Red Army soldiers who organized civilians into armed groups and fought for dominance.
I personally would like to see WW2 game about some resistance group. Most of them seem to focus on the larger battles, particularly when the US entered the conflict. With luck, we only see the French resistance. There is too much untapped potential in the Polish resistance or the Soviet Union itself with its own wave of revolutions and contra-revolutions. Estonia is just one region where such uprisings happened.

I've seen a few games that focus on resistance groups in World War II, but sadly they tend to range from bad to meh. Also, as you mentioned they tend to focus on the French Resistance, even though they really never did much of anything outside espionage, some sabotage, and occasionally assassinating someone.
Enemy Front was an ambitious indie game, with missions focused on Norwegian commandos and the Polish Home Army (and of course the French Underground). But the gameplay was so terrible it bordered on unplayable and, the biggest problem of all, they made the hero an American. That one decision changed the game from a story about brave people from numerous countries rising up to fight their Nazi occupiers to yet another game about America coming to rescue these poor foreigners. Worse yet, the guy was a journalist, (who kept jumping into shootouts with Nazis for some reason), they could of had the player control several different fighters from different countries, old school Call of Duty-style, with the traveling reporter as a framing device.
Hopefully someday we'll get a good resistance focused game.

Now that is what makes me sad. Bad games with no potential are just bad games, but interesting concepts which fail because of bad technical execution or some misguided decisions are aggravating. Seems like there is some potential being lost.
Maybe there is some indie game out there that does not have much coverage but these are not safe from game breaking bugs and bad optimization which can make any good game sour. I have too many experiences when I tried out an obscure game with some original concept, only to reach a game breaking bug a few levels in. Not to mention the gymnastics I had to do with the options and configuration to make the game stable.
