Celebi is a random character I drew a long time ago, but I guess she can be considered an OC.
My inspiration for her design came from a vibrant blue polka-dotted scarf I saw at a store.

Im planning to incorporate her into my Mystics Utopia which is a fictional world I created with a few characters and backstories already planned!
Im hoping to post some of my concepts about it on DeviantArt later in the future when my ideas are more developed!
