The spacey neon effect around the patrol cars gives them added glammer, like they are shouting... it works well. The vanishing point connection of the background lines ties them thematically to her speed... very creative way to shape the buildings... it reminds me of the Bay Bridge, in fact. Shiny chop car light reflections off the fender... bringing you closer. The clarity of foreground freezes your reference point with her expression/emotion, a stilled instant in time... next move is gets and she could go any where with it.

I know, it was a monster price tag, definitely plan to get my money's worth out of it! I had to go for a Cintiq because I have dyspraxia, meaning my co-ordination is bad, I just can't work with regular tablets where gou have to look up at the computer. Nice mate. Regards lines vs. colours... I think the colours make for a much more atmospheric piece, particularly with, as ~cddmanful noted, the dripping eyeliner. Of course the dark night and red around the police cars makes it much more intense and, I personally think, helps tell a story much better.
That said, the lines are probably the more dynamic picture with the lighter, sketchier feel. Perhaps a way to handle it would be to keep the linework, or even darken the background linework and then colour under it? Sort of Marvel Comics style?
Either way: love it.
Speaking of The Presets: digging "Ghosts" right now personally.

I don't know how this would have worked (for me) if you didn't color it! The color of her dripping eye-liner, the color of her hair, clothes, and car, the lights of the night and the chase....even the shininess mentioned below makes this work as an emotional scene that works....

I actually likes this allot, your use of color, shine and way the line strokes are added to make this dramatic view is just awesome!
