Normals can be a tricky process, With Xnormal, you can bake the textures from the highpoly to the Lowpoly model, then I would suggest nDo2 Normal or Nvidia's Adobe Photoshop tools. Add small details like buttons and other ornate details through simple black and white height map normal generation. This can be a long process, Also having a Texturing pipeline is important to help speed up the process, Mine is Normals first then Diffuse, then finally Specular maps last.

I could see this model being used in a Command and Conquer Red Alert mod. Would make a nice infantry unit in that strategy game. Would be fun to play a steampunk strategy game. They already have zeplines in that game too.
