I have snorkeled on the Great Barrier reef, which is very beautiful and very colorful, but not quite as colorful as this.

I started it with a little ipad program, then imported it to photoshop & played with colours, duplicating, transforming & blending layers. Used a vector fish I made in photoimpact. Had a lot of fun
