More of imprinted a mindless drone to copy her old lover. It's Paper's soul, and it's a good imitation of Paper I'm sure, but at a fundamental level it's not actually Paper.

The soul/spirit is Paper. There was no changeling soul to displace. This changeling was born with Paper's soul.
The mind is Paper flash-cloned from a lossy compressed backup. There was no changeling mind to displace. The memories of this changeling are disconnected data packets and muscle memory.
The physical body is changeling. The physical brain is changeling. The physical blood is changeling.
This is not a partial resurrection, this is a true reincarnation.

You said it yourself: the mind was written from a lossy backup. It may well be the best facsimile of Paper that can possibly be created--at the very least, it's clear that there's no ethical way to bring Paper back or to create a realistic copy of her outside of such use of changelings--and it may be good enough that 'Tia can make herself to fall for it for a lifetime, but it's still just a changeling (who is no more Paper than Paper is Liberty Wing) pretending to be Paper based on the best information it has. The fact that the changeling believes its own ruse doesn't make it not a ruse.
