I remember Princess Celestia and Paper changed into Changelings in To Love God, and now Paper really is a Changeling! I think Princess Celestia would have noticed Paper during the Changeling invasion, but she was trapped by Queen Chrysalis, so she probably couldn't. And it was hectic.

how come the other drone is not mindless because it can see and has reactions of Celestia's instant reaction to that other changeling, and that changeling there is like "WHAT THE HECK YOUR HIGHNESS!!!"

I'm guessing the other changeling is not a blank drone but some higher rank like a solider, that's why he/she is just as shocked as the pony guards. Or the minions could be just parroting their Queen's befuddlement, since the changeling that Tia embraced looks a tad bit confused with what's going on.
