generally to get the wispy effect on water you slow the shutter speed so it lets in more movement.
thus you get foggy mist stuff.

Ah, so pretty...have you ever been to a volcano and used a similar photographic technique? The lava, like the water, looks gorgeous...and it has such a range of vivid colors.

i suppose this might sound like a dumb question, but i'm a beginning photographer... how can you have a shutter speed of 46/1? that doesn't even look like a real number, so it doesn't make sense to me...

it means 46 seconds.
it is a long exposure, hence the soft effect of the water (leaving the shutter opened very long, the movement of the water during these 46 seconds is captured on a single photo).
