generally to get the wispy effect on water you slow the shutter speed so it lets in more movement.
thus you get foggy mist stuff.

i suppose this might sound like a dumb question, but i'm a beginning photographer... how can you have a shutter speed of 46/1? that doesn't even look like a real number, so it doesn't make sense to me...

it means 46 seconds.
it is a long exposure, hence the soft effect of the water (leaving the shutter opened very long, the movement of the water during these 46 seconds is captured on a single photo).

you're right, it isn't...
It's at least 5, with different exposures and the composed to be HDR
That also makes these clouds so blurry...
