Yep; this is giygas! Mewtwo's design was actually based a lot on giygas' original form; hence the psychic typing and grudge against humanity.

It's in Mother 1 (or as recently released on the Wii U, "Earthbound: Beginnings"), so it's new to a lot of Americans. Definitely interesting to play if you've played or seen Earthbound before you've seen giygas' first form.
