Today is informative speeches, I put together a whole slide show of the step by step progress to achieve this look. It was incredibly tedious. But it's always well worth it and fun.

It's actually really easy! For the peeled skin effect, you can just use Elmer's glue, toilet paper and flour/baby powder. For the coloring, use anything from makeup to cheapo halloween face paint. There's tons of tutorials kicking around on dA, something should be able to help. :]
