this is Tezuka from Prince of Tennis. I've always wanted to draw him..and here it is^.^..I used a reference of my favorite chibi tezuka pic. I just changed the eyes to my style.

Cel-shading is pretty much considered the hardest shading to do... Because the shadows need to be specific and colored with a pixel brush instead of a soft brush
You seem to be good at it already though... And it suits yer pictures

Yeah, I know what you mean. When da lineart is purple or blue... or something... I do that allot but I still can't cell shade
