Since I had to make 1 villain represent each of the Major Arcana, I gave 20 characters from Mobius that WILL be in the story an Arcana and a Persona. Note that no Mobian was given the JUDGMENT Arcana (XX) or THE WORLD (XXI):

And quite frankly, some were tough calls, like Rotor and FORTUNE, but it makes sense because of:
A) Fate
B) His back injuries, which will personify Ezekiel's physical form of a pale, bony, nude young man (save for a large loincloth and a sash) with long white hair, barefoot and sitting on a marble throne wearing broken chain cuffs on his wrists and ankles; it performs Garudyne and Magarudyne by flailing his targets with its chains. I may even have Rotor learn Megido.
Others, like Espio and his Persona being THE STAR were a clever given, since Sarutobi-Sasuke is based off of Sarutobi Sasuke from both Sengoku BASARA (which will be its form mold) and of Japanese history, of an actual ninja of the same name.
