The Shelter
A nonprofit organization. To the outsiders it seems to be a small charity group that takes care of abandoned pets. The Shelter's real goal is to protect the shifters and give them life support they can't obtain from human world. The organization's motto is "Raise and Protect".
The structure of the Shelter is similar to a tree, with a main trunk from which extend several branches. Each branch is responsible for the shifter community of a given region. A Shelter branch needs a physical place for its headquarters, medical, technical, financial and legal support to function. It also needs a patron, someone responsible for providing emergency funds . Each branch has its own patron but they can come together and help a branch that is in need.
The Council
Responsible for the general management of the Shelter. It formalizes the opening and closing of a branch, takes care of matters related to the shifters security and keeps their true nature secret, coordinates studies and researches related to the shifters nature and gives the final word in any and all decisions of the branches that could affect the shifter community. Among their tasks is to create and maintain sheltered places hidden from society, where pregnant women can give birth and shifter children can live until they are able to take on human form (these being the "shelters" from which the organization took its name).
The Council is also responsible for deciding the fate of law-breaking shifters whose actions may jeopardize the secrecy of shifters and even their lives. But little is known about the procedures followed on those occasions, since there is virtually no news of shifters committing crimes.
When choosing their members the Council takes into account prior experience and contributions to the shifter community, which usually leads to a council that consists of people over their fifties who have already worked in one of the Shelter's branches. Five members are chosen to head Protection, Maintenance, Research, Integration and Administration departments. Then the members elect a leader among themselves, and the Administration head is responsible for giving an eventual casting vote.
The term of office of the Council members is ten years. They choose their own successors and if there's no one who can meet the requirements for taking the place, the member will renew their own term.
