I think they're just called blacktips rather than oceanic blacktips.

Nope. It's just blacktip. There's no species of blacktip that fits the term of oceanic.

Unfortunately, there's no such thing as an oceanic blacktip. There are only three species of blacktip shark: the common blacktip, the smoothtooth blacktip, and the Australian blacktip. They are also not to be confused with the blacktip reef shark, which is more closely related to the gray reef shark.

Not sure. Hybrid sharks are rare, and there aren't many documented, though it seems they are not sterile. I think you could take artistic liberties with that bit.
