Of course! ^^ The upper part is kinda.. a blouse pattern. It's made from seven parts, but I think you can also make it easier and just do darts (?) to make it more.. shaping. (Sorry, if it sounds weird, it's difficult for me to explain it in english >.<) For the puffy sleeves I had a pattern lying around here, if you need to see the shape, I can take a picture or draw it to show you how it looks like. ^^
The skirts part is a circle skirt, which is very easy. [link] I hope this is helpful for you. If not I'll try to explain it in my own words again. ^^

The apron is also very easy. It consists of squares. A big square for the lower part, a small one for the part on your chest and of course the stripes for the shoulders and the waist. If it's helpful for you I could try to draw it later.. it's a little bit hard to explain. >.<
If you have more questions, please just ask ^^ I'll try to help you as much as I can.

Ah, I wish it was originally mine! There was this big campaign a while back where a gal created the icon and was donating money to an animal rescue organization for everyone that turned their icon to the same. I haven't changed it back yet because I'm enjoying it too much XD

Ha- we're opposite, sorta xD. Sac is close to me- but SF is like 2(? I think) hours xD.
It sounds VERY scary. It's scary just riding in a car in SF!
I remember one year we were coming back from the Cherry Blossom festival and I wasn't in the main van so we were racing to keep up and nearly running red lights and the wrong way down 1 way streets! o_o'
