As an artist, my abilities can get muddled by a lack of focus or direction. The more I make it into a science, the more disciplined my methods become, and the stronger and more aesthetically pleasing the results become. Backstory or history really helps, because it takes the undiluted infinite potential and narrows it to a measurable brief. A flag, for example, is a mission statement for a specific group of people, place, organization, or belief. Like a haiku, it is very restrictive in format, but because its restrictions, what is conveyed within that space becomes all the more important.
As for whether it is world-building...kinda. It's more like trimming a tree into a shape. It remains what it always was, but with an aesthetic pruning, it becomes a better version of itself. The chaos is removed, allowing a clear vision to be presented as thesis. As the subject grows, it becomes a more perfect representation of a harmonious vision.
CIVILIZATION IS MY CANVAS.

The Doug, as originally constructed, is not without it's problems. But it's not uncommon for movement-based flags to take on a variety of iterations and for the final flag to be a simplified version of the movement flag. India is a great example.
