Well, I've never used Photoshop so I can't say. I used GIMP before I used Sai.

Well, GIMP is what I used when I was JUST beginning digital art. I really do recommend it for beginners. It's FREE, easy to understand, and gets the job done. BUT when your artistic abilities start to improve, GIMP starts to become too restrictive. I've been using GIMP for at least 4 or 5 years, and just got SAI today for my birthday, so I can't say much about SAI and what it has to offer. SAI is not free, but it is cheap compared to Photoshop.
My advice: If you're JUST beginning digital art, get GIMP and practice with that. If you're already really good, save up 60 bucks and get SAI. Or if you're feeling spendy save up 500 some for Photoshop or Illustrator. Buuuut I don't recommend blowing 500 for an art program unless you are in college.

Sai is like Photoshop except easier to understand and use but doesn't have all the neat effects Photoshop has, I recommend you to either have just PS if you're already used to it or both!
