Kakas dont wear any masks, that "masks" is the shade one their face is due to their clothes that covers the light. It appears as if we wont never get to see their faces. Just like Kakashi of Naruto... but in the case of the Kakas its really easy, why dont light their faces so we can see them? What do we know about Tao's face? glowing red eyes, sharp white teeth... nothing more. its as if the creator wants us to create our own face of Taokaka in our imagination. Think of a cute loli face!

I think it is just supposed to represent shadows. The other Kaka clan member Kokonoe has a normal human face with big golden cat eyes. She also has normal hands and feet.
You'll notice on Tao Kaka she has normal feet in shoes behind her paw feet.
It is likely they have a supernatural power connected with their suits to make the claws.
