I don't care that it's ruined, that only makes it more fit atmosphere-wise for my evil plans. I mean seriously. You can't start world domination from a neatly clean and pretty city. That's just not good for your evil image.

Actually those aren't ppl, but hobgoblins. Those are like common goblins but 5 times larger. However, they stink too and are ideal for your evil career advancement.
In fact, I guarantee that with the present demography composition of the Runied City, you'll become the next president on the Evil League for Western Europe. I can't say the same for Eastern Europe though, since they have some pretty bad characters there too, but you'll be among top ranked candidates there as well.
