Even though I'm a little dubious about the upcoming Equestria Girls movie, the idea of making and Equestria Girl of Windsong was too fun to pass up.
The thought process of giving her a punk-eqsue look was remembering the fact that she was sort of a punk in high school. She hasn't quite grown up enough yet to be herself.
