Easy. A thinks about eating meat whilst also thinking about B thinking about eating meat, as well as thinking about A thinking about eating meat.
B thinks about eating meat whilst also thinking about A thinking about eating meat whilst thinking that B is thinking about eating meat whilst A thinks about eating meat whilst B thinks about eating meat.
The reason it hurts our head is because the middle two panels simply repeat themselves. It's an endless looop

So, the raccoon is imagining himself eating a chicken leg and the fox in that same thought is what the raccoon imagines the fox thinking about.
Basically, they're both thinking about watching each other eat a respective nom-nom and realize that the other one in that thought are probably thinking the same thing in reverse.

Isn't it obvious? Fox is thinking about having food with Raccoon in the background thinking, and Raccoon is thinking about having food with Fox in the background thinking, and by some miraculous coincidence, Fox and Raccoon's thoughts have the other thinking about the same thing!
