according to inuyasha.wikia.com/wiki/Tensei⦠ "Tenseiga is not all-powerful as apparently it is not able to save beings who are extremely injured or destroyed such as Kagura , the wind sorceres" just before he showed up (her speech of being dying alone) Kagura had lost some of her 'essence' maybe that caused her not to be able to be healed. Not all of her was present. Remember too, she had her heart back. I'm glad she went in peace and saw him again.
