That's a generic error message that appears if your video card doesn't support the required features (which I believe is hardware DirectX 8 support). It's telling you that your video card is too old and doesn't support DX8. DX9 is installed but software can only emulate so much.
Simply put, it's just badly worded and you need a better video card.

Thats weird. You should search the games official forums and see if anyone else had that problem. If not, I'm sure someone would be glad to tell you how to fix it. Make sure directX is up to date, you might have DX 7 on there or something.
