i know you can do animation with flash
and gimp i think
and photoshop too
for my animatons i just draw one my one each frame what i want (with a lot of copy/paste on the process)
save it to psd and animate it

ima use when i animate icons with blinking
I make the base (hair, skin, nose, mouth,neck clothes oland other stuff)
On a separate layer i make tge eyes
Then i copy the eye layer 2 times, and then edit the premade eye into closing and than the other one i use it as a ref for the closed one
Than i save for psd
Open it on photoshop
Select the layers i want visible and animate
