I think I've found it, look the gtkrc of umaso, lines 77-78. Try to add those lines on your gtkrc.

Just so you know, I installed your current neon theme into YDL 6.2 (the Linux distribution I use; it's old but works on my PowerPC laptop).
Long story short:
Neon doesn't work; probably because the my distribution is based on the equivalent of Fedora/CentOS 6, which is quite old by today's standards. I'm guessing, but I'm not sure what you need or could do to get Neon to work on my system.
However Umaso-pink and Umaso-blue do work, just fine! The only change I would make is to have the scroll bar contain the blue or pink used in the theme. I'd like to see a Umaso-turquoise, but that is just a wish.
I really like how Umaso is designed; it is crisp, and clear.

By the way, my language skills doesn't surpass the fundamental greeting fundamentals. I'd appreciate an explanation of what Umaso means.

It's strange... maybe you miss some gtk engine? (Neon requires Murrine, Equinox and Aurora).
