Description
I wanted to draw wavy hair, at first I had that "make the form of the flowing water look like hair and work it into the scenery" concept, but the water would reach over the horizon line like a mountain and it just wouldn't look physically acceptable. So I went for something night-sky-ish and ended up with something that reminded me a lot of Luna from MLP:FiM, so I just added the little stars and the moon to go for that. I guess now it's fanart, lol
