Trust me, I know what skooma is. I've been playing TES for almost decade, and I'm something of a lore hound, so there's very little about the land of Tamriel that I don't know. 
In game mechanics, it is used as a potion, but to the Khajiit (in-world) it's a narcotic cultural staple comprised of moonsugar and nightshade, whereas potions are temporary concoctions used specifically for buffing attributes. Not exactly the same thing.

I no longer use the evil Skooma either but I do tend to use the Sujamma and stuff still...I should just stop being greedy...or get a spell to fortify my strenght. XD
