History:
Billy was once well liked in his village. An adventurous and competitive mudkip, his best friend was Velocity the Skiddo. The two would play with the other village children out in the mountains, inventing games and contests… until one day they wandered too close to a leyline. Don’t play in leylines kids. The results aren’t always pretty.

He witnessed his friend's traumatic accident that changed her into a gogoat/rolycoly fusion, and the following fallout within their village. He stubbornly refused to leave Velocity's side, even at the cost of becoming an outcast among who he once thought of as friends and family. As soon as they were old enough, the two left their village and took up an nomadic lifestyle. They traveled for a while, mostly keeping to themselves (any stops they made in villages to resupply quickly reminded them WHY they had chosen a solitary lifestyle).

Eventually the two settled in the Lexin Desert and, sick of constantly being judged and pushed aside by society, joined the Wayfarers to fight back.

Personality:
Billy Rose generally comes off as mellow but feisty. He won't back down from a challenge, and is fiercely protective of Velocity. He's the more social of the two (he has to be), but he's aloof, gritty.

He has the unfortunate habit of babying Velocity at times. Not intentionally! He has great respect for her strength and how far she's come since the accident, but he sometimes talks for her or makes assumptions based on past truths that may no longer be accurate. Despite this, the two trust and (platonically) love each other immensely.

Other:

   - As a Marshtomp, Billy Rose is about 2'6"/0.76m, while his friend Velocity is about 3'/1m. As a Mudkip, he was only about 1'6"/0.46m.

   - It took a lot of trial and error for Billy Rose and Velocity to work out a riding system that didn't result in crashing, but they did it! He still has the torn fins to show for it.

   - Billy has no plans to ever evolve into a Swampert. He'd hate to grow too large for his dynamic with Velocity.

   - He's usually hunched over a bit. Terrible posture.

Trivia:

   - Velocity's upper body is folded snugly over the wheel, but it can unfold when she stands upright as seen in these early sketches . The leaves no longer cover her chest in her new design... she doesn't really have a chest now.

   - Billy Rose was initially a mudkip . The idea was for a rolycoly "motorcycle" with some sort of biker-esque character (rolycoly is only about 1'/0.3m though, so my pool of eligible water types was limited. I wanted a water type to take advantage of Velocity's ability Steam Engine, and while a firetype would have done just as well, shooting your friend with water seemed less mean than using fire). Then I got an idea for cool goat handlebars and revised Velocity, which opened up more possibilities for species/sizes for Billy. I ultimately stuck with the mudkip line because they have cool mohawks, but vaporeon was also heavily considered.
