Description Hey, remember when I said that I wanted to do a new You're SPECIAL? Well, seems like it's taking a toll on me to finish just the last two (except for the ones where I did three units which won't be included). But here you go, over 2 months since the last You're SPECIAL i did! Seeing as I was able to chug that one out because a) the pets are not very descriptive when it comes to their specials and b) I wanted to doll out as much content as possible before end of year, I figured I could take a little break with doing this for now and focus my tact elsewhere. I do sense a feeling of slowness in terms of productivity lately, it seems. Anyhow, to the technicalities.

So, in spite of every better judgment of me not to, I had to surrender and use Vector-Brony 's vectors of both Red Eye and Cognitum in order to make this happen. Not very many other vectors of either were made, nor made between users, and I like using vectors with the same consistency by the artist, and i really didn't want to use one from someone I used a shitton before, but by fate, I had to. At least I'm giving him nods and not trying to make it seem like this was done by me! I initially intended cognitum to be the sweetiebot vector I previously used for my 'Cognition' poem, but instead went with the 'body swapped' Blackjack with the glitzy crown and whatnot. The vector for Red eye was also difficult, as his posture made it so that the 'axe' he was wielding was higher than him, jutting out on the title and giving away the nature of it being constrained within the stats themselves. I had to do a lot of repositioning to get him just right, but my OCD always sees it off. 

On top of this, like with the Tanks, I had to change the base SPECIAL I initially gave to these two from prior, as I originally gave the antagonists 45 special points to use rather than the 40, so like with that, I'll note the changes below. RED EYE: Strength (4 > 3), Perception (8) , Endurance (6 > 5), Charisma (9), Intelligence (8 > 7), Agility (5 > 4), Luck (5 > 4)

COGNITUM: Strength (5), Perception (10 > 9), Endurance (7), Charisma (4 > 3), Intelligence (6 > 5), Agility (4 > 3), Luck (9 > 8)

This was much easier to change, as I could still maintain Red eye's high charisma and variably high intelligence and perception, while also keeping Cognitum's High perception with high luck and mostly average stats around compared to the big changes made to Steelhooves and Rampage. The Antagonists are also at Level 75 with a assumed 12 perk points put into the SPECIAL's themselves, like with the protagonists, so they sort of meet 'eye to eye' in a way. Anyhow, like you always ask, the perks and my explanations into them.

STRENGTH

Heavy Gunner

Cognitum star: - From rigging a bunch of eyebots to her disposal, or rigging megaweapons at the blink of a eye (and when convenient), Cognitum certainly knows her way around working a huge array of huge weapons.

Armorer

Cognitum - On top of fashioning Blackjack into what would be her new body, she has been able to keep her old SweetieBot structure relatively undamaged, making her a savant at crafting armor for her own personal needs and for her own personal army.

Red Eye    - While Red eye was able to fashion a sort of cybernetic eye around his skull and brain matter, Red Eye is not the kind of leader keen on taking the hits, vying to let his fanaticism override any weakness.

Iron Fist

Red eye & Cognitum    - The first perk that both are somewhat OK at implementing. Red Eye primarily doesn't get himself in conflict, guns or otherwise, so it comes in handy when he's doing his more personal chats with the folk for influence, whereas Cognitum is more blunt about the effort, considering her heavy metal frame.

PERCEPTION

Penetrator

Cognitum   - Able to hack through the toughest mainframes available in hoofington, even in spite of some difficulty, Cognitum is innately aware of almost anyone around outside of the Hoof even with the limited tech she has access to.

Refractor

Cognitum      - Composed of metal, with the brain of a dead princess, made up entirely of code and wires, Cognitum is quite literally incapable of feeling radiation whatsoever. Combine that with the inherent enervation present in Hoofington, she is not phased by any kind of gamma activity.

Night Person

Red Eye & Cognitum     - Again, both sides fair their share of perception during the night. Red Eye's 'red eye' gives him the ability to see through the night what with it having heat signatures, and Cognitum's eyebots help her percieve and infiltrate many things across the wasteland all within the comfort of her 'home'.

Demo Expert

Red Eye    - While Red Eye is no expert in terms of Demolitions compared to P-21, Red Eye does sport a rudimentary means of explosions, if fixing a bunch of bomb collars onto your slaves counts as rudimentary skill.

Awareness

Red Eye & Cognitum    - Once more, both Red Eye and Cognitum are equally aware of things going on, for exactly the same reasons as I stated in my explanation of the Night Person perk.

Rifleman

Red Eye    - Again, rudimentary knowledge of using rifles or semi-automatic two handers, as Red Eye usually uses his words to fight his battles, or his countless minions. Not that he doesn't have a out if that doesn't work, but not for all time.

Pickpocket

Cognitum    - while you might think that this is a strange perk for Cognitum to have, consider just how clever she has been in leading Blackjack right to her path? In a way, she's put her right in her pocket, so to speak! More specifically, having one of her 'minions' infiltrate her pipbuck as a sort of moral conscience also works to her favors too.

ENDURANCE

Adamantium Skeleton

Cognitum     - Again, what with the several hundred modifications that Cognitum can make on a dime onto Blackjack's body, it only makes sense that she is quite literally incapable of losing limbs if they can be improved upon and repaired at a instant, almost.

Radiation Resistant

Cognitum    - While it's a redundancy to say that Cognitum is made mostly of metal and therefore, incapable of being affected by radiation, radiation can corrode metal if within it's range. With that in mind, Cognitum is less concerned about that, but still has some inherent resistance what with her being in enervation.

Chem Resistant

Cognitum    - A being that is made up of code doesn't have to suffer the drawbacks of taking chems, which Cognitum is aware of and takes huge advantages in using.

Lifegiver

Cognitum      - If Cognitum can quite literally insert her consciousness into any body that she so fits, than death is merely a inconvenience to her, thus, she gets the most out of the lifegiver perk.

Red Eye   - Red Eye isn't the hardiest of ponies out there (something he intends to change), but his cybernetic augments do give him a slight step up over your average raider.

Lead Belly

Red Eye     - While Red Eye doesn't have to sip dirty water on the daily, his cybernetic modifications do lend some resistant if and when he does.

Toughness

Red Eye - Seeing him rise up from a normal vault (stable) dweller into the leader of one of the biggest cults in Equestria does lend some scar tissue for him, but not much else in the light of combat.

CHARISMA

Wasteland Whisperer

Red eye - Seeing that Red Eye can inspire beings outside of his own species to join his cause, so to speak, grants him the ability to even make feral beasts bend to his silver tongue.

Inspirational

Red Eye     - With a roving band of fanatics willing to jump at any chance to gain his praise, Red eye can inspire even the most doubtful of his critics to his cause.

Party Boy

Red Eye     - Strange perk, I know, since Red Eye isn't really a partygoer, but considering that he's surrounded by a number of acolytes to his side, he might tend to indulge a bit on the god like status he's propped for himself.

Local Leader

Red Eye    - Was there any doubt? He made Fillydelphia, even if it's moral greys do show around the corner once you forget the whole slavery aspect of it. Red Eye also made Chapel too, so he's capable of building settlements when need be.

Lone Wanderer

Cognitum    - You might not think Cognitum a lone wanderer considering that she also has her followers as well, like with Dawn and the Harbingers, but seeing as Cognitum has been isolated in Hoofington for over 2 centuries, and that all of her efforts are only to prop herself up, she can really only count on herself.

Lady Killer

Red Eye     - A silver tongued lad, and a somewhat handsome one at that save for robotic eye, Red Eye can infatuate even the most dignified of the lot. Good thing Littlepip wasn't bisexual, right?

Cap Collector

Red Eye     - With being a leader, one tends to need a lot of resources to go moving around a number of troops and arms, so Red Eye always comes prepared for the caps to spare.

Cognitum   - Cognitum isn't nearly as keen on wanting to mess around with money, as she is literally in a dumping ground of tech and metal, and is usually content on what she can get from Hoofington itself.

INTELLIGENCE

Science!

Red Eye    - There had to be some smarts put in place to ensure that his Chapel to worship him would be functional, as well as the slave trade he's got working round the clock, so of course he has some tech smarts put in place.

Scrapper

Red Eye & Cognitum     - Another perk where both stand out equally, Red Eye for his masses to move and reuse materials for their next assault or colonization, and Cognitum for her ability to make use out of anything Hoofington has left.

Hacker

Cognitum      - Even if cognitum can't quite hack the entirety of hoofington, what she has been allowed to use is still incredibly impressive beyond belief, so you have to give kudos that Cognitum has some chops at that.

Red Eye    - Red Eye, however, doesn't. While you can give him some props for hacking through the vault (stable) that enclosed him and his goals, beyond that, he's pretty basic at the idea of hacking.

Gun Nut

Red Eye     - Having to oversee a vast array of weapons going through many hands does lend Red Eye a responsibility similar to that of Graham from New Vegas (the former Legate of Ceaser's Legion).

Medic

Red Eye    - Having a vault-ready autodoc usually helps give you some knowledge into medicine, especially if you put a big robotic eye on your face too no less. While Red Eye isn't ready to play surgeon, he certainly knows how to patch himself up.

VANS

Cognitum    - the confusing mess that is Hoofington will lend Cognitum some credence to find her way around it to find more things she has access to, whether or not she has EC-1101.

AGILITY

Mister Sandman

Red Eye    - quiet like a mouse, deadly like a viper, Red Eye is surprisingly sneaky despite his garish look. Even able to surprise Littlepip with her own stealthboy on no less!

Sneak

Cognitum      - She can possess her body into anything she wants at anytime, making her almost impossible to weed out and requiring a lot of luck and prior knowledge of her to home her in.

Red Eye     - Red eye is definitely one to surprise someone when he approaches, but he can't quite do amazing feats like Cognitum can when it comes to her sneaking ability.

Commando

Cognitum   - Just Because Cognitum inhabits the body of Blackjack does not mean that she has the skills of blackjack to hold weapons. Still, she has a very basic knowledge of holding her own weapons, so there has to be some knowledge in that alone.

Gunslinger

Red Eye    - Similary to Cognitum's Commando perk, Red Eye does not have a solid grasp of the gunmanship when his very voice is like a weapon in of itself, but seeing that he is a pony of flesh and bone (mostly), he does have the idea of 'hold a pistol in your muzzle' method that most earth ponies adopt.

LUCK

Grim Reaper's Sprint

Cognitum     - Unbound by fatigue and stamina loss, Cognitum can keep the rampage going, whether it's with someone's body, or just a plain robot.

Crit Banker

Cognitum      - Being the harsh bitch that she is, Cognitum sports a lot of lady luck in not only her mechanical equipment, but of sporting some secret princess magic the likes of Princess Luna to her disposal, making her dangerously unpredictable.

Better Criticals

Cognitum     - Anyone who wants to save their crits knows how to also make them better, and Cognitum has that in spades.

Mysterious Stranger

Red Eye     - More in line with a sudden fanatic sacrificing themselves to save Red Eye, or sudden betrayals in the wake of siding with Red Eye, someone has it out to save Red Eye even if it's to their own detriment.

Bloody Mess

Cognitum      - Cognitum doesn't play well with subtlety, so she's all about being loud and boisterous with her attacks, violently murdering both Dawn and some of Blackjack's friends in the process.

Scrounger

Red Eye      - Scrapping his entire vault in order to make it a beacon for his loyal followers, Red Eye knows how to repurpose just about anything to his own use.

Fortune Finder

Red Eye    - While not the most fortunate son in the lot, Red Eye does seek fortune through local fans and sudden wealth when he gains new followers along the way.

Whew, that was a whole slew of shit! Not sure when I'll make the next one, but the next one will be the Malevolent Relics before I actually make the new You're SPECIAL I planned, and after that, that should be all that I want to make in regards to any new Fallout:Equestria content. Seeing that Fallout 76 pissed and shat all over the franchise that I loved, the Metro series are now my only saving grace when it comes to a post apocalyptic setting.
