But as I said before, Shadow it out so that it ISNT all that colorful so that it doesnt draw attention away from lugia but provides a background

Lugia is the focus of the picture, but if I made the background darker, he would seem to pop out of the picture, which wouldn't look right if he's supposed to be surrounded by water. Also, the light in the corner implies that he's near the surface, so it should be bright blue anyway.

I merely like Lugia for its sleek design (and likely lonely nature).

I like him cause of the sleek design like you said, the fact that he looks a little like a dragon, and he's a silver color. Those, of course, are just the physical qualities I like about him.

Its certainly good my friend, Make sure you put up a bit more detail in the background though like the coral I suggested

Like I said, I just wanted a simple background. If I add coral or anything colorful, it would stand out against the blue colors of the rest of the picture, and distract from the focus of the picture, which is Lugia.
