yep, Pokemon and people can communicate freely, with a few exceptions. Most Pokemon communities grew and evolved with human ones, so they can understand each other. There are a few very isolated groups of Pokemon that can't communicate with people (but, the other Pokemon can't understand them either if that makes sense?)

(great observation though yes, I'm glad that came through!! I'd say it's a little bit of both. She works hard - maybe too much - and she's also kinda old for a pansage, however old that may be)
